I disagree and I'll use this quote to make my point.

First Step - Huge Success!

The first step to democracy was a good one, contrary to what Ted probably hoped to see. Who would have thought we would have seen the video and still images from Iraq.

Bush (news - web sites), US media hailed Iraqi elections as the country's first step toward democracy, but autioned that the event was not likely to lead to a quick withdrawal of US troops(AFP/Ali al-Saadi)
