Why Are They So Special Paul?

I have a question for Mr. Paul Thissen, what makes a Minneapolis teach so special that they alone should be exempt from a Teacher Tenure Act? Here is a bill just introduced by Mr. Thissen today. I sent a quick email to him tonight...
